- Not daily. It opens a few times a year for a fixed window.
How the daily offers are picked
Each reset draws four skins at random from the weapon skins that can appear in the store and that you don't already own, so your shop and a friend's will almost never match.
Nothing you do changes the draw, and there is no way to refresh it early. Battle Pass skins never appear in it.
